On November 13th, 2025, about 23 million people from all over California were covered by flood notices about what could be a month’s worth of rain in one day. People in the area have been getting concerns about heavy rain, which contains an average of 0.78 inches (ca. 20 mm) of rain in November and this is compounded by burn scars left behind by the Palisades and Eaton fires from January, which can cause extremely large flooding.
In parts of Ventura County, there is rainfall that is estimated to be on a range from 2 to 5 inches (ca. 13 cm) for many coasts and valleys, and 4 to 8 inches (ca. 20 cm) for mountains and foothills in that area. The metropolitan area of San Diego was also under a moderate risk of flooding on Friday and Saturday. Evacuation orders, warnings, and advisories were in effect for specific burn-scar areas, as enacted by local authorities.
In San Bernardino County, there were many mountain and foothill communities with residents from Mount Baldy Village, Northeast Yucaipa, East Highland, Wrightwood, The Seven Oaks, and Forest Falls that were being told to be ready to leave in an instant because there was a potential for mud and debris flow in those areas. There were two rounds of wet weather, with the first round that brought light rain on Friday, and the second one that was armed with 2 to 5 inches (ca. 13 cm) of precipitation for the urban Southern part of California, and it laid as much as 6 inches (ca. 15 cm) for regions such as mountains and foothills.
There was then a second wave of the storm that caused rain at a rate of 1 inch (2.54 cm) per hour, and was expected to bring its worst impacts on Saturday, November 15th. Rain was falling across parts of Southern California on Friday afternoon, on November 14th, which had brought reports of a car that got stuck in 6 inches (ca. 15 cm) of mud on Highway 101 near El Capitan State Beach. The Los Angeles International Airport had reported nearly an inch of rainfall within the hour, exceeding its average normal amount of rainfall for the whole month of November.
